The Turkic Academy is affiliated with the Organization of Turkic States, and it is presided by a Scientific Council consisting of the Ministers of Education from each Member State and the President and Vice-Presidents of the Turkic Academy. Member States assume the Scientific Council’s Chairmanship annually, following the alphabetical order.
The President, who is appointed by the Council of Heads of State of the Organization of Turkic States, performs the duties of the Executive Body of the Academy.
The Council of Foreign Ministers of the Organization of Turkic States approves the budget of Turkic Academy. Third parties and international organizations may become the Turkic Academy’s Observers by approval of the Council of Foreign Ministers.
The Council of Heads of State of the Organization of Turkic States receives a Progress Report on the activities of the Turkic Academy via the Secretariat of the Organization of Turkic States.
Scientific Council
The Scientific Council meets once a year at the level of Ministers of Education and is co-chaired by the President of the Turkic Academy and the Minister of Education of the Member State holding the Chairmanship. The President convenes the Scientific Council meetings in coordination with the Scientific Council’s Chairmanship.
The Scientific Council provides operational guidance and supervision for the activities of the Turkic Academy in between the annual meetings. The Council takes note of the Report on the Activities of the Turkic Academy and adopts the Priority Directions of Scientific and Research Projects and the Annual Activity Plan of the Turkic Academy. Decisions of the Scientific Council are taken by majority.
Scientific Council members are also responsible for coordinating Turkic Academy relevant issues within their respective governments and national administrations.
Decisions of the Summits of the Organization of Turkic States
When programming its activities, the Turkic Academy closely follows decisions taken by the Council of Heads of State of the Organization of Turkic States. Turkic Academy also takes care to bring its activities in line with the goals of Turkic World Vision-2040, the forward-looking document of the Organization of Turkic States.
Coordination Committee Meetings of Turkic Cooperation Organizations
Turkic Academy regularly attends the Coordination Committee Meetings of Turkic Cooperation Organizations, biannually convened by the Secretariat of the Organization of Turkic States. These meetings have proved to be successful in harmonizing interventions and identifying joint responses of Turkic Cooperation Organizations.
